Julien Reid holds the position of Senior Director, Financial Institutions Policy and Resolution at the Autorité des marchés financiers (Québec). He manages the Prudential Oversight and Simulation Division and the Capital and Liquidity Oversight Division which are responsible, amongst others, for the drafting of guidelines and regulations for financial institutions and credit assessment agents authorized to carry on business in Québec. These guidelines and regulations deal mainly with sound and prudential management practices, adequacy of capital and liquidity, and sound commercial practices. He also manages the Licencing and Resolution Division which is responsible for the licensing of financial institutions, the resolution of a Québec SIFI and the Deposit Insurance Scheme. Mr. Reid is very much involved at the national and international level. He has been active in various CCIR committees for many years. Until October 2014, he was Chair of the Market Conduct Working Group of the IAIS (one of its founding members) for nearly 5 years. He is also a long standing member of the IAIS Governance Working Group and the Signatories Working Group. From 2019 to 2021, he chaired the group of IAIS French-speaking regulators, and acts as Vice-Chair since. He also participates in the UNEP / IAIS Sustainable Insurance Forum since 2021. Finally, he is active at the International Association of Deposit Insurers since 2009 where he acts as Chair of the Financial Cooperatives Technical Committee since 2014. Before joining the AMF in 2004, he practiced law in major Canadian law firms. He taught at the École du Barreau de Québec (Québec Bar), and he is a certified trainer at the Collège des administrateurs de sociétés (Laval University, Québec). He has also been invited by numerous national and international organizations to give talks. He was called to the Bar of the Province of Québec in 1991.
