Josée Turcotte was appointed Executive Director, Emerging Risk Operations Directorate in 2023. In this role, she is responsible for leading the Office of the Superintendent of Financial Institutions’ (OSFI) non-financial risk specialist response. She is also responsible for overseeing all new and emerging risks that have been prioritized for action, and for the development and implementation of OSFI’s regulatory response to them (such as climate, digital innovation, technology & cyber, operational risks, culture and compliance, and integrity and security).

Ms. Turcotte is a respected leader with extensive executive management experience in legal policy, corporate governance, and regulation, particularly with respect to Canada’s financial sector. Ms. Turcotte has held several senior executive positions in both the financial sector and in the Ontario provincial government. She served for many years at the Ontario Securities Commission as the Secretary to the Commission and most recently as the Chief Legal Officer of the Alcohol and Gaming Commission of Ontario.

Ms. Turcotte also served as the Senior Vice-President, Corporate Secretary, and Head of Governance at the HSBC Bank Canada, where she served on the Executive Committee and the Risk Management Committee, and on HSBC’s Global Corporate Secretary Executive Committee. There, she was accountable for the Corporate Secretary and Governance function, managing the Board of Directors and its respective committees.

Ms. Turcotte holds a Master of Laws degree (LL.M.) in business law from Osgoode Hall Law School, a Civil Law degree with honours (LL.L.), a Juris Doctor degree with honours (J.D.) from the University of Ottawa and an ICD.D designation from the Institute of Corporate Directors. She also completed the Global ESG Competent Boards Designation (GCB.D), and the Competent Boards – Climate Designation Program. Ms. Turcotte is a member in good standing of both the Ontario and Quebec bars.
