Hande Bilhan is Principal, Regulatory and Government Affairs at Primerica Financial Services Ltd., where she leads strategic engagement with policymakers, regulators and industry stakeholders across Canada. Prior to this role, she served nearly a decade as Senior Vice President of Government Relations, overseeing policy and regulatory strategy. Hande is passionate about advancing policies that promote consumer access to life insurance and financial advice, particularly for middle-income families. Her work includes research on retirement savings, financial inclusion, and modernized regulation in the financial services sector. Known for her collaborative approach, she works closely with industry partners, governments, and regulators to advance practical, consumer-focused regulations. Hande started her career at the Ontario Ministry of Finance and later became a senior advisor to the Premier. She is currently also the co-owner of Golfdale Consulting.
